Learning times cut short

Hi all, I’ve noticed that my learning times seem to be cut short. I have only one study deck, and I’m using the FSRS algorithm for it. Here are my settings for the deck:

It seems that both for learning and relearning cards, sometimes the interval is cut short. For examlpe, today, I had 1 new card and 8 review cards. After doing my review, I did the new card. I didn’t need to choose again for any of the review cards, so the only learn card was the new one. I initially chose a rating of 2 for the new card (due to the material, so I can get more opportunities to be exposed to it) which had an interval of 45 min. Afterward, when I clicked on the deck again, it said that the next card is due in 23 minutes.

I’m not sure exactly when this happens, but I think I’ve also seen this be the case when there are both learn and relearn cards. Is there a setting that lets Anki cut short intervals in certain circumstances? Or, is this due to the FSRS algorithm?
