What does it show?

To me it seems like there is a mis-match between your usernames RadiumPCs and TEHSEE~1. Which one are you logged in with now? Is one an administrator account and the other not? Can you try logging in with the other one?
i went into my control panel to check all active users and theres only mine, no other account. i am listed as the administrator.
Apologies for the delay here. Your system has a temporary folder location that does not appear to be correct. Open cmd.exe and type:
echo %LOCALAPPDATA%\Temp
That will print some text. Adjusting TEMP and TMP to that value and restarting your computer may resolve the issue.
