If you’re using the latest Anki version (2.1.35), there’s no need to download and install mpv to use with the add-on. The add-on will use mpv.exe from C:\Program Files\Anki.
Otherwise, mpv can be installed with these steps.
Download mpv-x86_64-*-git-*.7z from https://sourceforge.net/projects/mpv-player-windows/files/64bit/
Use WinRar or 7-Zip to unpack it somewhere, e.g. C:\Program Files\mpv
Add C:\Program Files\mpv to the PATH environment variable.
