Cannot update Anki beyond 2.1.3 because of mpv file errors

I’m running Windows 10.
I receive this error whenever I try to update Anki from my program installed 3 years ago:

mpv.exe system error
The code execution cannot proceed because MFPflat.dll was not found. Reinstalling the program may fix this problem.

Reinstalling does not fix the problem.

I’ve googled MFpflatt and MPV and installed files related to both, but they do nothing to resolve the error. I’m stuck on the 2.5 install right now and it won’t downgrade to my original, so I’m also getting this error, even though I’ve installed both:

When I again attempt to install mpv, I receive this error:

• Maybe check & install any pending Windows updates.
• Install Media Feature Pack for N versions of Windows 10 from https://www.microsoft.com/en-us/download/details.aspx?id=53356, if you didn’t do it already, and restart your PC. • If you have the C:\Windows.old folder, maybe check for MFPlat.dll in C:\Windows.old\WINDOWS\SysWOW64 or C:\Windows.old\WINDOWS\System32, and if it’s there, you can just copy it across to C:\Windows\SysWOW64 or C:\Windows\System32.
• Download the latest mpv release version from https://sourceforge.net/projects/mpv-player-windows/files/release/, unzip it somewhere with 7-Zip and move/replace mpv.exe and d3dcompiler_43.dll to the Anki’s installation folder (C:\Users\<name>\AppData\Local\Programs\Anki) and this error message shouldn’t appear as it looks like mpv 0.35.1 doesn’t load MFPlat.dll anymore.
