When I give someone a deck, I want they can’t export this deck. how can I do that ?

There is no built in way to limit the share-ability of an Anki shared deck. If you’re concerned, don’t share your decks with folks you can’t trust.

Additionally, if you plan to share it on Anki’s site, limiting it in that way would violate the TOS – https://ankiweb.net/account/terms.
