Try changing the video driver from the preferences: Troubleshooting - Anki Manual
I have been having the same problem. Anki windows start flickering when I switch them between my two monitors back and forth (a 4k and an ultrawide). Changing the video driver (via the terminal, I didn’t see an option in the preferences menu) seems to have stopped the flickering. It would be nice to incorporate this fix in a future release of Anki.
It’s not really something that can be fixed from Anki’s side, because the same video driver doesn’t work for every system. So the “fix” a few months ago was to make it much easier for a user to experiment with different drivers, since every user has to do it on their own.
As of 23.10, it’s right at the top of Preferences:
