cannot decrease New cards/day
Have you checked it’s subdecks? You’re probably not changing new card limits in the subdecks. The limit on parent deck doesn’t automatically apply to it’s subdecks. For that, turn on “Limits start from top”.

In your screenshot you’re adjusting the “This deck” deck-specific limit. Do you have the correct deck selected when you’re doing that?
If you change that for the correct parent deck (and Save it) – yes, it will prevent the New cards from its subdecks from being available to study in the parent deck (but they will still be available to study by clicking on the subdecks). You shouldn’t need to change any other settings to make that happen.
