Cannot Block Anki in Windows Firewall?

For personal reasons, I need to ensure that I can sometime block Anki from accessing the internet.

In the past, I had a windows firewall rule to block connections for anki.exe which worked on a prior PC
The exact exe is the anki.exe in the appdata>local>programs>anki>anki.exe folder
however, now this does not seem to work anymore.

Does anyone know what exe I need to block to ensure that Anki will open without being able to access the internet? Did something change recently?

edit: resolved. I was able to block by adding both an inbound and outbound connection. previously only outbound was necessary. leaving this for posterity.

PS: it is user unfriendly to make the app automatically close if the pc clock does not match. I do it on purpose sometimes and I literally can’t use the app, hence me needing to block ankis connection in firewall to operate. I understand that this is a “noob protection rule” but advanced users should be able to bypass this and use the app.

This may just be a Windows bug, when the clocks do not match, I can press X (upper right corner) on the dialog to close it and then I can operate Anki without closing it. (same way I was able to skip uninstalling when updating Anki.)
