Such reviews give “Thumb Down” only to attract more attention instead of giving genuine negative feedback on decks. What is the official position on such reviews? Are they allowed?

I’d say it’s obviously not OK. AnkiWeb reviews are not really suitable for reporting issues anyway since authors need to manually check for them as there are no notifications.
