Anki can't read any csv or apkg since 23.10 (in non-English languages only))

The problem in the blog seems to have risen again since 23.10.1.
Anki doesn’t see any CSV file. For long time I imported CSV files with the help of EXCEL and now it doesn’t work. I tried to restart my mac, anki, delete adds-on. CSV files are just pale, I can’t click on them.

But when I tried to switch to English, the issue seemed to disappear automatically.
