Probably because “Again” has focus and Enter selects the currently focused button.
Edit: Try to focus another option, like “Good”, using the arrow keys. Then press Enter again. You should see that “Good” is applied now.

There are some FSRS changes still in progress, and I’ve been waiting for them to be finalized. A new beta shouldn’t be too much longer, and hopefully we’ll get a stable release out by the end of the month.
