When can a new user post?

I joined a few days ago to post in the mobile forum but d don’t seem to be able to. The new topic button is greyed out.
When can I post?

You can post already in any category or subcategory that allows posts. The top-level categories don’t allow posts if they have subcategories.

Thanks for replying. I want to post in the mobile category. It has no subcategories. The new button is greyed out with an “I” icon. That button does not work!
How do I post a question in that category? Please feel free to talk to me like I’m 6.

There is a “Subcategories” dropdown to the right of the category title that is above the greyed out button.

The subcategories are in the box marked “subcategories.”
