i use chrome as webview and forsomereason I can’t update android system webview i loooked every where

I believe there is a fix for this in 2.19.3 that was released yesterday, so you should have it soon. For now, the workaround is just click outside of that pop-up to make it go away, and everything should continue working just fine.
