Dates are stored in UTC and relative to the currently-active timezone, so when your timezone changes, due dates/daily cutoffs may shift forward or back in line with the timezone change.

UTC = Coordinated Universal Time, its the reference for the current time: “0”, so if you are -4, anki will shift your due dates/daily cutoff by -4, and if you change to -3, then it will change accordially
