The rescheduling option is missing. Tried disabling add-ons, does not work. Any idea, please?

They are similar functions, but behave slightly differently.
I’m trying to make these cards new and control the order of the cards in the deck e.g. move a card up or down to control the order in which they are displayed. I’m on a Mac.
It might be that I want to ?Shift position of existing cards. I tried to use the Reposition option, but I got the message “Changed position of 0 new cards”. So, my understanding is that I have to make these cards new first, which I don’t know how to do and after that use the Reposition option. So, I need to delete the scheduling information and use Reschedule but this is currently not available in my system. I haven’t used Anki in a long time, so can’t remember all the details of Reposition, Reschedule etc.
You can reset cards to new using the Forget action, then reposition them.
