Rather than copy/paste the whole post from reddit, here’s a concise version:

The anki manual states this about the Hard button: “Hard shows the card at a slightly longer delay than last time, and tells Anki to show the card more frequently in the future.” The italic part was confusing me because according to the code, even after reducing the ease, hard should always give an interval of atleast the previous + 1. In this case, should the passage be interpretted as; “Hard shows the card at a slightly longer delay than last time, and tells Anki to show the card more frequently relative to the Good and Easy buttons.” ?

Your interpretation is correct but I find the amendment rather redundant because the first part of the original sentence already states that the interval will be increased.
Maybe it would be clearer to say:

Hard shows the card at a slightly longer delay than last time, and tells Anki to increase future intervals at a lower rate.
