Unfortunately I can't reproduce this. On a Windows 11 machine here with exceptions for Anki's program and data folders in Windows Defender (in case it's relevant), I see about 1.5-2s warm startup time, and around 2s startup time after a system reboot. If someone who is experiencing this problem could dig into it further, it would be appreciated.
