Increase today new card limit not working

In my deck, when I click increasing new card limit, the new card doesn’t increase but review increase instead

I had this problem since upgrading to version 23.12.1 Qt6 on Ubuntu Linux
Also, I increase the today New Card limit using AnkiDroid normally, synced, but if I check on AnkiWeb and anki Desktop, the number of new card is still 0

Is it possible your new cards are being capped by your review limit? Deck Options - Anki Manual

I set New cards ignore review limit and it works now.
However, I think this is a bug. When I want to Increase today’s new card limit, I want to increase today new card, not today review card. Also, sync issue
