If I can only use the Anki Web and not the app, is there any way I can move flashcards from one deck to another?- I accidentally put like 50 cards in the wrong deck. I used the anki user website to make these and don’t have the app, just use the website.

There isn’t any way to do that. AnkiWeb is meant to be used in conjunction with at least one of the apps, so if you want to do much more than studying, simple creation, or light editing, you’ll need to install some version of Anki. https://apps.ankiweb.net/#downloads
If you don’t have a computer of your own that you can run it on, it is possible to run Anki desktop as a portable app, from a flash drive. Then you might be able to do this sort of maintenance on a borrowed computer and sync the changes to your AnkiWeb account. Managing Files - Anki Manual
