I don’t think they are much reliable at all. I suggest you just keep the default steps.

They should be absolutely reliable, because the table is just a summary of your own data. There is no modelling or prediction involved.
The Step recommendations that were added to the table are just a way to adjust that to your own Desired Retention. If you see a discrepancy between the table and the recs at 90%, you can definitely rely on the table.
The recommended steps are reliable when you have enough data. And you can refer to the table, which provides details about your learning performance on short-term reviews.
