Currently, this Discourse forum is configured to have a default category Uncategorized when creating a new topic from the main/home page.
However, Discourse forums can be configured to force users to choose a category. An example would be https://forum.sublimetext.com/
I am not saying to remove the Uncategorized category, just to make the user chose uncategorized explicitly instead of implicitly assuming it.
