Error? Minimised menu in the top left corner looks odd and is not usable any more

Hello all, if there is already a thread open on this error, then please accept my apologies. The reason is that I don’t know how to describe the problem in English and consequently what to look for.

Please would you look at the screenshot I uploaded? It’s always like that lately when I click on Browse.
Do you have any idea how to solve that problem?
