I sometimes get this message when I close Anki and then when I click on the icon to reopen the app, it doesn’t open. I have to restart my computer and then it works.

Is there anything I can do to solve this?

Try closing it using the system‘s task manager as some process might still be running in the background.

If I recall correctly, a permanent fix for this is coming in the next update.
