Can't get onto preferences menu

I have been trying to move some cards from one deck to another, but when I try to do this it says to upgrade to the v3 scheduler. It is my understanding that I need to do this via the preferences menu. But, when I try to open the preferences menu, I get the following error message (see below). I’ve tried updating to a newer version of Anki and using the “Check database” feature but neither has helped. Would appreciate some help with this - thank you!
