Add the option to choose the starting date for the FSRS optimizer

The Google Colab optimizer allows users to select a starting date, such that any reviews before that date are excluded. The desktop version doesn’t have this feature. While initially I thought that it’s not a big deal, I’ve seen several users asking for it, like here: Reddit - Dive into anything
