Add a help page/in-app link for the 'collection too large to sync' error

This was a minor support issue with our 2.21 release, and it would be useful going forward to help reduce user support

A separate section in the manual would be better, there are a lot of things we can say about it.

I agree that a FAQ page would be really useful here. I’ve added that to the tracker.

This would be a good addition to the FAQ. - [My main post that I've been linking to](https://forums.ankiweb.net/t/constant-errors-uploading-sync/52583/4) -- has some that-user-specific things that should be cut out. - I've addressed it a bit more generally [on Reddit](https://www.reddit.com/r/Anki/comments/1krywzb/comment/mthghik/). - We don't often recommend specific add-ons, but here I think [Note Size](https://ankiweb.net/shared/info/1188705668) has proven itself useful and reliable for identifying a solving the problem, so we should include that.
