Per-deck daily review time limit that only affects new cards

This request is so specific because “Compute optimal retention” in Anki, FSRS Simulator and the simulator in FSRS Optimizer all use a daily time limit to decide how many new cards to learn. None of them use number of reviews for everything.

Also, it would be helpful if the ordinary new card limit depended on number of reviews, but the setting didn’t restrict the number of reviews itself, as disabling “New cards ignore review limit” does.
And of course, it should still be possible to learn more (e.g., if you delete a hard card or see a card sooner than scheduled).

The limit needs to be measured in seconds, and the setting in Anki be in seconds, too, so you can have a deck with fewer than ten reviews and new cards per day. The other simulators accept input in seconds.
