Fatal error Failed to execute script runanki

I click on my anki 2.1 desktop shortcut, it shows me this error message without opening the app. I have a lot of cards in my decks.!

I looked up the old instructions, and used the command line as prompted, and this is what came up:

Most people that report this issue find that installing all pending Windows updates and restarting the computer twice fixes the problem.
