Tried uninstall/reinstall and also removing all the files manually and from the AppData folder. Also tried rebooting my PC. Pressing shift while starting may help, but usually comes with this error or freezes (not responding).

This error code has been reported for several Windows applications, when running then with administrator privileges, see e.g. KB Corel: Error 740: The requested operation requires elevation for possible solutions.

Anki is trying to run mpv.exe in the Anki program folder. Maybe check the compatibility/permissions set on that file, or see if you have another copy installed elsewhere on your machine.
