I am using a Mac, and I tested this on two devices and both are having the same issue. One of them is up to date with the latest version of MacOS Monterey and the other one is on High Sierra. Both devices have the latest version of Anki (2.1.49) For both devices, when I am in full screen and another tab opens, the tabs bar covers the top part of the page. For example: I open Anki and put it in full screen, then I click “Add”. A new tab opens up but the tabs are covering the top of the page (where note type and deck name is). You have already written that you’re using Anki 2.1.49; However, could you please provide it in full from “Help → About → Copy debug info”? This will collect info about your QT version (GUI framework Anki uses to draw windows).

I’m afraid there’s not much that can be done about this - the toolkit people have dropped support for tabs in more recent versions, so you get to choose between buggy or not at all.
The tabs are helpful even if they have this minor bug, so I’d keep them. Thank you for letting me know.
