Request: Add an option to disable sync complete notifications

Every time Anki syncs the collection in the background I see a Collection sync complete. notification. It’d be great if there was a UI option to disable this notification. If i have Anki open I constantly get this notification which is pretty annoying.

I’m happy to do a PR if devs agree

Anki doesn’t have a “background” collection sync. If that notification is annoying you, step 1 would be to disable (or reduce the frequency of) the add-on that is doing that.
