So I always do 75 new cards, but the last 3 days, Anki has been giving me less than 75 new cards. I’m not sure why. Today, it’s only letting me do 66 new cards. I have been finishing all the Review cards for my Step 3 deck, so it’s not like I’m behind on it…

It’s hard to say for sure without knowing the structure of your Step 3 deck (what subdecks it has and how they are nested), its settings and the settings of its subdecks, as well as how many new unsuspended cards remain in each of the subdecks, and how many different card types are in the notes you are reviewing.
It might be that some of the subdecks ran out of new cards, and the remaining ones are not enough to fill the parent deck’s limit due to their own more strict limitations.
Another possibility is that you are running out of new cards in general, but do not see it immediately, because you have “Bury new siblings” enabled, which effectively spreads the last cards over several days (depending on the number of siblings each card has).
