Build process causes that distributions stop shipping Anki

Linux-Distributions have stopped shipping Anki because the build process requires to download dependencies during build time.
For example Fedora stopped at version 2.1.15. Many - if not all - distributions have security policies that doesn’t allow software to download their dependencies during build time. Arch Linux made an exception for Anki.

Could you investigate simplifying/refactoring the build process so that distributions are able to ship Anki again? This task may include communicating with distribution maintainers ask what would help them.
