Do you have Anki installed to `C:\Program Files\Anki`? There’s a known issue here that will be fixed in the next patch release.

See [Anki 26.09.2 won't start — AttributeError: module 'charset\_normalizer.md'](https://forums.ankiweb.net/t/anki-26-09-2-wont-start-attributeerror-module-charset-normalizer-md/71074)
