Activation problems with multiple accounts

Hi

I am trying to get a school class to sign up to Anki. After a few have activated it the rest of the group start getting error messages, saying too many requests. They are all using their school email, with the same suffix, which may be the issue, or maybe there is a limit to account activations from a single IP address.

Does this sound right, or is there likely to be something else I have missed causing the error?
